The Capital Market Authority reports that Saudi Arabia had SAR 7.39 trillion in planned and ongoing GCC projects for 2025–2030, including SAR 2.17 trillion under construction and SAR 5.22 trillion planned. This activity provides an important foundation for cement consumption across multiple end-user categories. 

Residential Construction Maintains Demand

Residential development is another important end-user segment as Middle Eastern cities expand and housing requirements evolve. New communities, apartment developments, villas, and supporting infrastructure require cement for foundations, structural components, masonry, and finishing applications. Government development programs, private investment, urban expansion, and infrastructure modernization are expected to remain important influences on cement consumption across the Middle East. At the same time, producers face the need to improve operational efficiency and respond to environmental expectations.
